In a move that could significantly affect Indian students, Canada has tightened restrictions on the number of international students allowed into the country. The Canadian government announced a 10% reduction in the number of study permits for 2025, capping it at 437,000, down from 485,000 in 2024. This change aims to address the strain on housing and job markets.
Additionally, stricter rules around the Post-Graduation Work Permit (PGWP) program have been introduced. Students must now meet minimum language proficiency in English or French to qualify for PGWPs. The government also outlined restrictions on spousal work permits for students, limiting eligibility to specific programs and fields facing long-term job shortages. These changes could hit Indian students particularly hard, as they represent a large proportion of international students in Canada.
Canada’s Immigration Minister, Marc Miller, stated that the new policies are designed to strengthen the integrity of the immigration system while adapting to shifting economic conditions. With the rising number of international students, the government is aiming to maintain a balanced and sustainable approach to immigration, prioritizing Canadian workers where possible.
Indian students, who make up around 40% of Canada’s international student body, could face increased competition for permits and work opportunities under these new guidelines. Furthermore, the Canadian job market, which already sees high demand for skilled workers, may offer fewer opportunities for international students as Canadian workers are prioritized.
