Fines for Stubble Burning Double as Govt Targets Pollution

The Indian government has doubled penalties for farmers involved in stubble burning, now imposing fines ranging from ₹5,000 to ₹30,000, based on the size of the land. This move comes after continued criticism from the Supreme Court, which highlighted the government’s failure to effectively enforce existing penalties and address the rising levels of air pollution caused by crop residue burning.

Stubble burning, common in northern states like Punjab, Haryana, and Uttar Pradesh, is a major contributor to seasonal air pollution, especially during the winter months. The smoke from these fires exacerbates the already severe air quality issues in Delhi and surrounding areas, where particulate matter levels rise dangerously high.

In response to the Supreme Court’s concerns, the government has set new penalties and enhanced enforcement mechanisms. Farmers who engage in stubble burning now face fines, and if they continue, they could face criminal charges and restrictions on selling their crops in regulated markets. This year, more than 800 FIRs have been filed in Punjab alone for stubble burning violations.

The new rules aim to curb this practice, but experts argue that penalties alone will not resolve the issue. Many farmers still burn stubble due to a lack of affordable and accessible alternatives, such as machinery for residue management or converting stubble into biofuels. Some farmers have raised concerns over the immediate implementation of the rules without public consultation, fearing a lack of proper support to transition to other methods.

Despite these challenges, the government’s increased penalties for stubble burning are seen as a necessary step to combat the environmental crisis. However, a broader, more comprehensive approach—combining punitive measures with financial support for farmers—will be critical in addressing the underlying causes of crop residue burning and improving air quality in the affected regions.
